Abilities
Peak Physical Conditioning: While not on the same scale as Batman, Nightwing, or others who have devoted their entire lives to maximizing their physical potential, Oliver is in terrific physical condition. Stronger, faster and more agile than your average human, he is able to get around the city by rooftop with little difficulty, support his own weight on a rope for an indefinite amount of time, and has undertaken a strict dietary and conditioning regimen since his return from Starfish Island to further improve his physical capabilities.
Archery: Perhaps one of the finest archers on the planet, his ability to pinpoint targets borders on supernatural; with a careful shot, he can strike a bullseye from almost any distance within the range of his bow. Even off-the-cuff shots strike with significant accurancy, and he can fire nearly two dozen arrows a minute at a target within fifty feet without missing his intended mark by more than a couple of inches in any direction; this speed, of course, is hampered by simple logistics, as he will exhaust his supply of arrows in about two minutes at that rate. He seems to have an innate skill at adjusting his aim and technique to compensate for a variety of arrowheads, even ones that aren't remotely aerodynamic, having even stuck a beer bottle on an arrowshaft as a makeshift projectile.
Hunter: His time on Starfish Island taught him the benefits of stealth, and learning how to stalk and track your prey. Whether an animal, or a common street thug, the brash Queen is quite good at getting around unnoticed when he has to, and tailing someone without being spotted.
Unarmed Combat And Swordsmanship: Along with improving his archery skills, his mentor also taught him a variety of fighting techniques, creating a mixed style that makes Oliver pretty effective in a fight. While not on par with those such as Batman, he has been able to hold his own against other skilled fighters, and is exceptionally skilled with a sword.
Filthy Rich?: Though technically not an ability, it's hard to deny that Oliver's wealth offers a significant resource, as does the connections the Queen family has established over the years. Whether it's funding his vigilante operations, or using his family name to get information or access that would be denied others, Oliver isn't above subtly using his company to accomplish alterior motives.
Equipment
Costume: With a throat-worn voice modulator that allows him to speak in a deeper baritone, the costume's seemingly sparse material is in fact constructed from durable kevlar-weave plates, affording him moderate protection against sharp weapons, and significant protection against gunfire. The fact that his arms remain bare are due more to the fact that he needs full mobility to ply his craft, but his legs and torso are afforded plenty of protection, with extra-thick layers on his back. His hood affixed to his skull with a special adhesive compound, allowing it to remain on regardless of how extensive his acrobatic maneuvers are.
Bows: At the moment, Green Arrow has two forms of bow, depending on the sort of shots he intends to fire on a given outing; the first is a simple, but finely crafted one, simple and without any special sights or adornments. The string is uncommonly strong, making the likelihood of it snapping- or even being cut with a conventional blade- highly unlikely. It is easily fitted to his back, along with his quiver, and is relatively small, making it easily portable and ideal for close-quarters wielding. This bow is best suited for medium-to-short range combat, dealing with the bulk of Arrow's opponents
The second bow is a bit more specialized; a compound, collapsible bow, it has a range of nearly a mile, and is fitted with a powerful optical scope. This serves him best at extremely long ranges, when he is providing cover fire for other heroes or seeking to serve other purposes from afar. This one doesn't see as much use, as its relatively bulky and unwieldy size at full extension makes it fairly useless for a pitched battle.
Quiver: Capable of holding fifty arrows, the quiver is surprisingly compact for its capacity, and of customized design; the most noticeable portion is the lowest half, where the arrowheads are stored. Each standard arrow is outfitted with a sharp, extremely tough custom-alloy arrowhead, with the ability to 'hook' to an alternate blunted head that completely covers the sharp tip. These arrows are all locked into the quiver, so that Oliver's acrobatic movements don't shake them loose; when he wishes to extract an arrow, he need only rotate the shaft to one side with two fingers to unlock it before pulling it free. If he turns it to the left, the entire arrow (with the blunted head covering the tip) will be removed. If he turns it to the right, the blunted tip will remain locked inside, producing a sharp arrow instead. Constant practise has allowed him to remove arrows, in any variation, without hesitation or delay, helping contribute to his incredible rate-of-fire.
One side of the quiver has a line of high-strength, thin table that can be attached to any one of his arrows; once fired, it creates a long-distance cord that Oliver can either swing or, if attached to his grounding point, slide down. The bottom of the quiver is also packed with a significant amount of explosive material; when a special release is triggered, the entire thing detonates, creating an extremely powerful explosion far more potent than even his explosive arrows. This is generally considered a 'last-ditch' effort, used as a distraction or a weapon when he has expended his supply of arrows.
Trick Arrows: When on a standard patrol run, Oliver will mostly wield standard sharp/blunt arrows, five gas arrows, and one or two of each other. However, the composition of his quiver can change depending on what he's expecting to encounter; more superhuman foes, for example, may warrant more gas and explosive arrows. The fletching on each arrow has its own distinct pattern and texture, allowing him to find the arrow he needs by touch alone. Inventive and innovative, Oliver is often tinkering with new arrow designs, but there are a few standbys he falls back on;
Blunt Arrow: As mentioned, the custom quiver allows Oliver to remove an arrow with either a sharp point, or a blunted end; the blunted version allows Oliver to target an opponent's solar plexus, temple, or other soft points to incapacitate or injure them without causing lasting damage. Although there is a small chance that getting a blunted arrow to the temple can leave the target with a mild concussion, Oliver is usually careful to moderate the force of the shot to compensate. Blunted arrows are also substantially easier to collect and re-use, as they won't get lodged in his target.
Gas Arrow: With a hollow arrowhead, there are two variations of design, depending on the type of gas being used; some will explode in an immediate puff of thick smoke, providing visual cover when necessary. Others, usually tear gas or sedative arrows, will release a 'hiss' of potent gas from vents in the size of the arrowhead; a single arrow is sufficient to fill a large room with thick smoke or gas, and often they will have an adhesive tip to stick to walls or enemies prior to release.
Taser Arrow: With a potent battery, and thin, barbed leads that hook into whatever flesh they strike, the taser arrow has a varying voltage, depending on the sort of target Oliver intends it for. From a jolt strong enough to knock a human senseless, to a devastating charge that can leave even invulnerable metahumans aching, he will usually bring these arrows only when he knows exactly who he is going after.
Explosive Arrow: Oliver has two variations of explosive arrow; the first is a conventional 'boom' arrow that immediately detonates upon contact with a target, causing a great big impressive detonation. The second actually has the explosive fitted a couple of inches down the shaft, with an armor-piercing, sharp arrowhead designed to punch through steel plating. This is best suited against robotic opponents, as the arrow will first penetrate the armor, driving the explosive inside the droid's vulnerable innards, and then detonate.
Glue Arrow: With a compressed, fast-hardening adhesive polymer that rapidly expands upon contact with air, the Glue Arrow is ideal for immobilizing foes. It can restrain any humans, and even those with peak-human or superhuman strength can have some difficulty escaping for a few minutes, as before the glue hardens completely, it will be sticky and stretch rather than break.
Surveillance Arrow: With a blunt, adhesive tip, the arrow contains a very durable, wireless microphone keyed to a frequency that Oliver can pick up on an earpiece receiver he carries. The special, soft tip absorbs sound, making the impact almost silent, and the microphone picks up sounds as far as seventy feet away, making it ideal for listening in to conversations.
Weaknesses
Human: Although in excellent physical condition, he's still human, with any resilience to knives, gunfire, etc, afforded by his kevlar-padded suit. Beyond that, he'd no more resistant to blunt force trauma, acid or other forms of assault than any other human.
Finite Ammunition:[/b] Under ideal circumstances, using only blunted arrows, Oliver could theoretically retrieve all the ammunition he has fired, doubling, tripling or even quadrupling his available stockpile before the stress of repeated impacts finally leaves them useless. However, in the event he's forced into a running battle, rely on sharp arrows, or expend them on targets too distant to reach for retrieval, Oliver's stockpile of ammunition can dwindle with surprising speed, and once it's gone, his combat effectiveness is severely reduced, as even with his unarmed combat skill, he isn't close to the fighter Batman or other pure martial artists are.
Caught Unprepared:[/i] When out confronting conventional street crime, fully four-fifths of Oliver's ammunition will be simply sharp/blunted arrows. He'll have perhaps one or two of each specialty arrow, but that's it for special ammunition. If confronted with a foe possessing invulnerability, (without having taken time to pack first,) Oliver might only have a few arrows that can do any damage at all, leaving him with over forty useless duds and an explosive quiver that would rapidly become his last, best hope.
Background
Here's where your history comes in; explain their origins, their life story, how they came to be the hero/villain/ice cream truck driver they are now.
