Because the massive city's ever-bright skyline makes stargazing an absolute pain, the Observatory is actually located many miles outside the city limits, built on a steep cliff that leaves it accessible only via a narrow road. Funded both by the city, and by a few corporations, the Observatory's mission in recent years has grown a little more focused, as it's begun actively seeking signs of alien life.
