For those without lots of money, of supreme brilliance to get their schooling funded, there is Gotham High School; underfunded and overcrowded, the school is nonetheless relatively peaceful. The teachers and student body often form a wordless alliance, keeping an eye out for dealers or thugs who might seem to impugn on school property. Still, with crumbling stone and plaster walls, a faintly unpleasant smell lingering in the air, and desks far too small for the students who occupy them, this place isn't likely to render one gung-ho on the prospect of an education.

Located on the very border between the high-society, financial powerhouse of Gotham Heights, and the middle-class Gotham Village region, in theory the police are given equal access to both regions, allowing them to protect the populace without preferential treatment. In reality, the city's elite will find their calls for aid answered far more quickly... and the further a Gothamite gets to East End, the less likely his calls will be answered at all.

Gotham Village
Essentially Gotham's middle-class district, it is home to numerous apartment buildings in various states of disrepair and numerous privately owned shops and markets; there are even a few suburban neighborhoods for those wealthy enough to afford their own home. The police maintain a minor presence here, though it is a widely accepted fact that you're far better off remaining indoors after the sun has gone down... nonetheless, the bulk of Gotham's non-criminal, non-poverty stricken population resides here, often forming neighborhood watches and other citizen-driven initiatives to try and protect one another.
